OFFICIAL CALL FOR PROPOSALS – NEE–DYPA PROGRAMME FOR AGES 18–29 WITH EMPHASIS ON WOMEN (€17,500 GRANT)
A detailed briefing follows:
PURPOSE
The purpose of the action is to promote self-employment for 2,114 unemployed individuals aged 18 to 29 who are Not in Employment, Education or Training (NEET), through financial support for the establishment of new businesses.
Emphasis will be placed on promoting self-employment among unemployed women and on businesses operating in the sectors of the digital and green economy.
BENEFICIARIES
- “Potential beneficiaries” of the action are unemployed individuals registered in DYPA’s digital registry, aged 18–29, who are NEETs and submit a funding application including a business plan.
- “Beneficiaries” of the action are sole proprietorships and legal entities, as specified in the relevant annex.
- On the date of submission of the electronic funding application, potential beneficiaries must cumulatively meet the following conditions:
a. Be unemployed and registered in DYPA’s digital registry, aged 18–29 (having completed their 18th year and being within their 30th year) on the date of final submission of the funding application.
b. Have completed the individualized counselling process and agreed to a Digital Individual Action Plan.
c. Be outside employment, education, and training on the date of final submission of the funding application.
d. Be Greek citizens, citizens of another EU Member State, ethnic Greeks with the right to reside and work in Greece, or third-country nationals holding a valid residence permit or a residence permit renewal application at the time of submission, evaluation, and throughout the duration of the action.
e. Male applicants must have fulfilled or lawfully been exempted from their military obligations. Potential beneficiaries must electronically attach a military status certificate at the time of application. Ethnic Greeks, EU citizens and third-country nationals must submit a solemn declaration stating that no military obligations are pending.
Compliance with the above conditions will be verified through DYPA’s Information System and/or solemn declarations by the potential beneficiaries.
TERMS OF PARTICIPATION
- Beneficiaries must establish their businesses and operate lawfully within the Greek territory (registered office and any branches).
- The commencement of business activity must take place after the date of submission of the funding application and no later than 125 days following notification of approval.
- Each potential beneficiary may submit only one funding application per cycle (either individually or as a member of a legal entity).
- Potential beneficiaries may participate either as sole proprietors or as members of legal entities.
- For the legal entities referred to in Annex IV, the potential beneficiaries submitting the funding application must be future partners/members who will manage the company’s affairs (based on statutory law, the articles of association or a General Assembly decision), hold at least 51% of the company shares, and act as legal representatives throughout the duration of the action (except for cooperatives governed by Law 4430/2016).
CASES NOT ELIGIBLE FOR THE ACTION
The following cases are excluded, among others:
- Professional activities requiring a vacant public office position (e.g. notaries, bailiffs).
- Passenger or public freight transport activities.
- Seasonal businesses, kiosks, canteens, street vendors, gambling activities, and non-eligible KAD codes (Annex III).
- Businesses operating exclusively in food delivery services.
- Short-term rental businesses.
- Franchising, shop-in-shop, or organized distribution networks with intellectual property licensing.
- Businesses operating exclusively between 22:00 and 06:00.
- Businesses with identical activity previously operating in the same premises within the last six months.
- Businesses created through transfer, legal form change, dissolution and/or reactivation, or re-establishment by the same partners with the same activity since publication of the call.
- Individuals previously included in DYPA NEE programs since 01.01.2019.
- Individuals who ceased business activity after publication of the call.
- Individuals who ceased activity since 01.01.2022 and intend to restart under the same KAD/activity.
- Co-located businesses (with specific exceptions for incubators, technology parks, coworking spaces under defined conditions).
ADDITIONAL TERMS
- Beneficiaries must maintain their initial eligible KAD activity throughout the program duration.
- Beneficiaries may not be employed as salaried employees during the action.
- The business must operate in an independent professional premises (separate property, independent utilities, not used as residence).
Exceptionally, operation from home is permitted only for:
a) Parents of children up to six (6) years old.
b) Individuals caring at home for a spouse or first-degree relative with ≥80% disability.
Supporting certificates must be submitted at the time of the first payment request.
- Beneficiaries must comply with occupational health and safety legislation.
- Double funding from other national or EU programs for the same proposal is prohibited.
- Publicity and communication obligations under Regulation (EU) 2021/1060 apply.
- Projects completed before submission of the funding application are not eligible.
GRANT AMOUNT
Beneficiaries will receive a total grant of €17,500, paid in three instalments:
- 1st instalment: €4,700 after commencement of activity
- 2nd instalment: €6,400 after completion of the first six months
- 3rd instalment: €6,400 after completion of the second six months
The Action is co-financed by the Hellenic Republic and the European Social Fund Plus (ESF+) under the Program “Human Resources and Social Cohesion 2021–2027,” with a total public budget of €37,000,000.
DURATION
The grant duration is twelve (12) months, starting from the date of commencement of business activity.
APPLICATION PERIOD
Applications may be submitted from 18/02/2026 at 13:00 until 18/03/2026 at 15:00.
KAD (ACTIVITY CODES)
The official call includes lists of eligible KAD codes under the categories “Digital Economy” and “Green Economy,” as well as non-eligible KAD codes.
In any case, further consultation will be required to identify the appropriate KAD codes for your forthcoming proposal.
